IIOP security configuration and tests refactor

This feature will prevent the server from opening the CLEARTEXT connection when the secured connections are required according to the configuration.

Server should reject attempts to connect at IIOP CLEARTEXT connection (configured by socket-binding element) when server-requires-ssl parameter is set to true.
